Haskell saves JEA millions with value engineering.

JACKSONVILLE, FL August, 2003 -– How does renovating a water treatment plant to the tune of $2.25 million in savings sound? To two Jacksonville companies, it sounds like a true story.

The Haskell Company recently completed renovating the Jacksonville Electric Authority’s Highlands Water Treatment Plant and saved JEA $2.25 million through value engineering –the process of reviewing a project’s plans to reduce cost without changing its overall appearance or function.

In fact, because of these savings, Haskell received a contract to design and construct three other JEA treatment plants over the next several years, including the one currently underway at the Cecil Commerce Center in Jacksonville.

But, these savings didn’t just materialize. “The value engineering savings were created by fully understanding JEA’s requirements and applying the cost-saving expertise that Haskell provides each one of it’s clients,” Gary Gray, Haskell’s assistant project manager who worked on Highlands, said. Peter Kinsley, Haskell’s water division director, agrees. “Through our design-build team’s creativity and ingenuity, we were able to deliver a project of the highest quality while offering tremendous cost savings to JEA.”

Specifically, JEA’s savings came about by value-engineering the piping, equipment and disinfection system designs as provided on JEA’s preliminary plans for the plant. These actions allowed Haskell to price the project at $8.1 million -$2.25 million less than their lowest priced competitor.

As for Haskell’s overall renovations on the Highlands facility, the work included constructing a new pump building and aeration tank, retrofitting three existing tanks, installing future-use waterlines, and preparing for the future use of a new water disinfection system that utilizes ozone.
